Unaccompanied Baggage to Pakistan: The 60-Day Rule, Allowances and Customs Clearance
Moving back from Dubai with ten boxes? Sending a suitcase ahead with a cargo company in Riyadh or Manchester? This guide is for you. It covers your own clothes, personal items and household goods. It does not cover cars: the Customs Act says "baggage" does not include motor vehicles, so see our car import guide for those.
What counts as unaccompanied baggage?
Two official definitions settle it:
- Customs Act, section 2(bbb): "baggage" includes unaccompanied baggage but does not include motor vehicles.
- Baggage Rules, Rule 2(b): baggage means "personal wearing apparel and other personal, professional and household effects of a passenger".
So the test is simple. Are these your own things, for your use or as gifts? Then they are baggage. Goods brought "prima facie for trading or pecuniary gain" are commercial quantity (Rule 2(c)). They lose every allowance (Rule 15(a)).
The clock: four dates that matter
| When | What the rules say | Where |
|---|---|---|
| Before you ship | Ship from the country where you lived before coming to Pakistan. Goods sent from anywhere else get no allowances. | Baggage Rules 15(b) |
| Within 15 days of landing | Have the goods booked abroad. This is the condition for any late-arrival relief. | Baggage Rules 13(3) |
| Within 60 days of landing | The goods should reach Pakistan. If they do not, allowances are not admissible. | Baggage Rules 15(c) |
| Arrived late? | An officer not below Assistant Collector "may" condone late arrival "for a maximum period of sixty days", if the goods were booked abroad within 15 days of your arrival. | Baggage Rules 13(3) |
Late arrival relief is not automatic. It is the officer's decision. Keep the airway bill or bill of lading that shows the booking date, and your boarding pass or passport stamp that shows when you landed.
What can come in duty-free
Unaccompanied baggage uses the same allowances as normal baggage. Which ones you get depends on how long you lived abroad.
| Your situation | Duty-free | Watch out |
|---|---|---|
| Visiting, after more than 7 days abroad | Clothes, personal adornments, toiletries, one iron, one hair dryer, one watch, child's pushcart and toys, 200 cigarettes or 50 cigars or 0.5 kg tobacco (Rule 3A) | Abroad less than 7 days? Only articles of personal use (Rule 15(e)). |
| First visit of the year | All of the above, plus one still and one video camera, one desktop or laptop in personal use, personal jewellery in reasonable quantity, professional tools up to US$500, and other goods up to US$500 (Rule 3B) | A TV, deep freezer, fridge, microwave, cooking range, washing machine or AC is never inside the US$500. Duty and taxes apply (Rule 3B(viii)). |
| Coming back for good after 2 years or more abroad (Transfer of Residence) | Everything above, plus old and used furniture, crockery, cutlery, kitchen utensils, rugs, carpets, bedding and other household goods your family used abroad; professional tools up to US$5,000 (Rule 4A) | One each of the seven appliances above is allowed at 50% of the duty and taxes (Rule 4A(iii)). |
Two extras:
- FERC card holders: the yearly duty credit (Rs10,000 to Rs100,000, by card type) "can also be utilized for the unaccompanied baggage" (Rule 5). It cannot be used for vehicles. The card table is in our Pakistan baggage rules 2026 guide.
- Phones: no mobile phone is duty-free. The phone allowance was removed in 2019. See PTA tax and the 120-day rule.
Anything not covered by an allowance is charged duty and taxes (Rule 14). For unaccompanied baggage, the rate is the one in force on the day your declaration is presented after the goods land (Customs Act, section 140).
Before you ship: a 7-point checklist
- Book it in your own name, as baggage. Pakistan Customs told shipping lines in 2018 to mark unaccompanied baggage as "UAB" in the WeBOC manifest, and to split any bill of lading that has a vehicle booked with personal effects (Public Notice No. 01/2018, Preventive, Karachi).
- Ship from your country of residence. Living in Saudi Arabia but shipping from Dubai? Then Rule 15(b) takes away the allowances.
- Write a full packing list. The declaration asks for the description, quantity and value of each item. Add make and model for electronics.
- Put your home city on the airway bill or bill of lading. It decides where the goods can be sent for clearance (see below).
- Leave out banned items. Arms and ammunition, alcohol, obscene or subversive literature and goods that break intellectual property law cannot come in as baggage (Rule 16).
- Never pack cash or gold in the boxes. Bringing currency, gold, precious metals or stones through concealment in baggage is smuggling under section 139(3). Carry them and declare them; see cash limits and gold rules.
- Do not let anyone ship goods on your passport. The Federal Tax Ombudsman has looked into commercial goods cleared under overseas Pakistanis' passports (reported by Business Recorder, February 2024). If it is not your baggage, do not sign for it.
How clearance works in Pakistan
Rule 7 says you must file a baggage declaration on the Appendix-B form. Section 139 of the Customs Act adds that where the Customs computer system is working, declarations are electronic. Customs runs a WeBOC module for unaccompanied baggage. In 2021 the Federal Tax Ombudsman directed FBR to process all baggage consignments through it (reported by ProPakistani).
What the declaration asks for
- Your name, address and profession
- Passport number and date of issue, and nationality
- Date of arrival and number of visits (this decides first-visit allowances)
- Airway bill or bill of lading number, IGM number and date, and index number
- Number of packages, and each item's description, quantity and value
Step by step
- The airline or shipping line lists your goods in the Import General Manifest (IGM). Ask them or your agent for the IGM and index numbers.
- You, or a licensed customs agent, file the declaration. The form has a line for "Agent's name and C.H.A.L. No./ Self clearance", so both are allowed.
- Customs examines the packages and checks them against your allowances.
- Duty and taxes are worked out on anything extra, at the rate on the day the declaration is presented.
- You pay, the goods are put "out of customs charge", and you collect them.
Customs agents and movers usually ask for more papers. A guide by the movers' network FIDI (updated 6 February 2025) lists: original passport showing your travel history, the original or express bill of lading or airway bill endorsed by you, a detailed packing list with make and model of electrical items, CNIC (NICOP for dual nationals), authority letters for Customs and the airline or shipping line, and a Transfer of Residence form if you claim TR. It also says the owner should be present at clearance. This is a private guide, not an FBR rule, so confirm with your agent.
Landed in Karachi but live in Lahore?
You do not always have to clear at the first port.
- By air: the Customs Rules allow transshipment of "personal unaccompanied baggage" from the airport of first arrival to a destination airport. The airline files the permit. It is allowed when the address on the airway bill is up-country, and only to the airport nearest that address (Rules 339A and 339B(7)).
- By sea: Rule 330(5) says transshipment of imported cargo "including unaccompanied baggage" to up-country ports "shall invariably be allowed" through the bill of lading. The carrier applies, and it can be allowed when the notify address or the marks on the bill of lading show an up-country destination.
Do not leave it at the port
Section 82 of the Customs Act sets penalties when a declaration is not filed within 20 days of the goods arriving. If none is filed within 30 days, goods can be confiscated, and they can be auctioned after notice. We could not confirm exactly how Customs applies section 82 to baggage declarations. Treat these dates as the outer limit, not a target. Ports and airport terminals also charge storage; we found no official rates to quote.
Door-to-door cargo from the Gulf
Many companies in the UAE and Saudi Arabia sell "door-to-door" boxes. Before you pay, ask four questions:
- Will it be cleared as my unaccompanied baggage, under my passport, with a baggage declaration?
- Will it reach Pakistan within 60 days of my arrival?
- Who pays the duty and taxes, and will I get the official customs receipt?
- Which licensed customs agent clears it in Pakistan?
In February 2024 the Tax Ombudsman directed FBR to examine proposals, including new "Overseas Pakistanis Door to Door Service Rules" (reported by Business Recorder). We found no such rules notified as of 20 October 2026.
Commercial quantity: the big risk
Many identical new items can look like trade, not baggage, and Customs makes that call. In the FBR copy of the Baggage Rules, Rule 17 releases commercial-quantity goods only on payment of duty and taxes at statutory rates plus a redemption fine of 30% of their value. FBR proposed tougher wording in two 2024 drafts (S.R.O. 1649(I)/2024 and S.R.O. 2028(I)/2024). FBR said the second draft was withdrawn. We found no final amendment.
What we could not confirm
- Whether the 60 days of late-arrival relief in Rule 13(3) are counted after the first 60-day limit. The rule does not spell it out. Ask the Assistant Collector before you rely on it.
- What happens if the baggage lands before you. The current rules count from your arrival and do not say.
- How section 82 deadlines and storage charges apply to baggage in practice.
- The exact transshipment steps today. The air transshipment rules in the FBR copy still mention the older "One Customs" system.

Frequently asked questions
How many days do I have for unaccompanied baggage to reach Pakistan?
Sixty days from your arrival (Baggage Rules 15(c)). If it is late, an Assistant Collector of Customs may condone the delay, but only if the goods were booked abroad within 15 days of your arrival (Rule 13(3)). It is the officer's decision.
Can I send my baggage from a different country?
You can, but you lose the allowances. Rule 15(b) says allowances are not admissible if the goods are not shipped from the country where you lived before arriving in Pakistan.
Is there a weight or value limit for unaccompanied baggage?
The Baggage Rules set no weight limit. The test is personal use versus commercial quantity. A 2024 draft would have set a US$1,200 commercial-quantity limit; FBR withdrew it and said it never applied to personal-use goods.
Do I have to be in Pakistan to clear it?
The declaration form allows self clearance or a licensed customs agent. Agents and movers usually ask for your original passport, and some say the owner should be present. Check with your agent before you fly back.
Can I ship my car as unaccompanied baggage?
No. Under the Customs Act, baggage does not include motor vehicles. Cars have their own rules under the Import Policy Order.
Can I use my FERC duty credit on unaccompanied baggage?
Yes. Rule 5 says the FERC duty credit can also be used for unaccompanied baggage, once a calendar year. It cannot be used for vehicles.
