✔ Last verified: · Checked against: Baggage Rules rule 7A as substituted by S.R.O. 2201(I)/2022 (12 Dec 2022); SBP statements of Nov 2022 and 5 Sep 2017 (via Dawn)
Quick answer
Leaving Pakistan, an adult can carry up to US$5,000 (or equal in other currencies) per trip and US$30,000 per calendar year; under-18s half that. To Afghanistan it is US$1,000 per trip and US$6,000 a year. Arriving, there is no cap in the rules, but you must declare foreign currency above US$10,000. Pakistani rupee notes are limited to Rs10,000 per person (Rs3,000 for India).

Leaving Pakistan

These limits are in Rule 7A of the Baggage Rules, as changed by S.R.O. 2201(I)/2022. They count US dollars or the same value in any other foreign currency.

Who / where Per trip Per calendar year
Adults (18+), any country except Afghanistan US$5,000 US$30,000
Minors (under 18), any country except Afghanistan US$2,500 US$15,000
Anyone travelling to Afghanistan US$1,000 US$6,000

The yearly limit runs from January to December.

You must declare any foreign currency you take out. Use the Appendix-C declaration online (WeBOC or PassTrack) or on paper at the airport, before or at departure.

Arriving in Pakistan

The rules do not set an upper limit on bringing foreign currency in. But if you carry more than US$10,000 (or equal), you must fill the Appendix-C declaration.

Keep a copy of your declaration. It shows the money came in legally. It also helps if you later take some of it out again.

Pakistani rupees

The State Bank of Pakistan set the limit for Pakistani rupee notes at Rs10,000 per person, entering or leaving. For travel to or from India it is Rs3,000. This was announced in September 2017. We found no later change, but this figure comes from the SBP's announcement as reported by Dawn, not the notification text.

What the declaration form asks

The Appendix-C form asks four questions:

  1. Prohibited or restricted goods (arms, narcotics, satellite phones and similar)
  2. Gold, precious metals, jewellery and precious stones
  3. Foreign currency or bearer negotiable instruments (all outbound amounts; inbound above US$10,000)
  4. Anything else that needs declaring

If you tick yes, write the value or amount.

Simple tips

  • Split family cash correctly. Each person has their own limit. Children's limits are half.
  • Carry bank or exchange receipts for large amounts.
  • Use cards or bank transfers for big sums. When SBP set these limits in 2022, it also applied a US$30,000 yearly limit to international card spending.
  • Remember the country you are flying to has its own limits. The UAE asks you to declare above AED 60,000; Saudi Arabia at SR 40,000 or more.
